Is my IC40 dead or fuse issue?

While SLAMMING, I had unplugged the power on the Intelliclor IC40. When I plugged it back, there were no lights on the unit. I checked the fuse and it had blown. I replaced it with a regular (non-slow blow) 10 amp fuse since that's what was installed from the factory. These also immediately blew. I installed a slo-blow fuse, per the manual. This also blew. Any ideas? Will this be my fourth cell in 5 years?
