Cleaning the float valve area

My float valve is located in a vertical cylindrical hole about 20 inches from the edge of the pool with a horizontal hole at the bottom that comes out in the pool about 9 inches below the water line. Not a pretty sight.

I doubt that this float valve hole has reach some kind of magical hydroponic equilibrium. Which means that it is probably a major algae production plant since it contains mostly non-chlorinated water.

Is this float valve setup a pool plumbing best practice?

Is there a way to keep this area clean that is more sophisticated than hard work - scrubbing with periodic doses of Cl?
