Round "RUST spots" popping up everywhere. Can't remove with brush or scraper.

Hi there,
I've finally gotten a handle on my pool chemistry but now these little reddish brown circles have started popping up all over the pool. They are about 1/8in diameter, and I can't vaccum, brush, scrube, or scrape them off.
They seem to be multiplying. I have a fiberglass pool, so I doubt they are rust.

Any ideas?

Test to see if they are organic or metal stains.

How would I test to see if they are organic or metal if I can't scrape anything off?

For organic rub a cl puck, for metal rub with vitamin c tablets from the vitamin section
