Drop down stairs intex ultra frame 18x9 pool

Hi all!
I was wondering if i could use drop down stairs 8n my intex ultra frame 18x9 pool.
i read that they need a few sand bags to hold them down? Is that correct?
Does it pose a problem when cleaning it?
I guess I have to remove the sand bags to scrub clean the liner.
