I have an inground pool in a very cold climate and I will be lowering my water below my returns. What do I do my weir flap on my skimmer? Do I just leave it or remove it and if so how does it come off?

It should have two little pinch in plastic retainer clips. Just remove it if you like and maybe replace it with a skimmer face plug.
The 2 skimmers I had were not that easy to remove the weir ... you had to lay down and use a screw driver from inside the skimmer. I am not sure what is recommended though as I have never winterized.
When the PB closed ours last year, he shoved an empty gallon of algaecide into the skimmer from the flap, keeping it open. Maybe you can do that?
I've never worried about mine in 18 years, just left it there (as normal) after pool winterized...never a problem.
I have never removed the weir during the winter...it shouldn't be a problem to leave it on.
