Newbie to the pool seen. I have a pool cubby with a sc-36 salt cell. When I run the "pool pilot test" what should the voltage and amps reading be in "boost" mode?

Voltage will vary but good voltage will typically be in the high teens/possibly low twenties with 5.0 amps. If there is an issue the amps will typically be affected first.
When I unplug the controller and plug it back it runs 17v 5a.
When I come back in an hour and test again it says 2v 5 amp. Still in boost mode is this normal?

Amps are what break up the salt molecules, 5 seems right according to my SWG. My volts change a lot, too.
The 17 volt / 5 amp reading is perfect. However if the unit is dropping to 2 volts while in boost that could be a concern. Do you notice the voltage "jumping around" much? I would run several tests over a few hours and see what readings you get.
After the first hour it always seems to be around 5 volts 5 amps.

Have the readings been sitting at 5 volts/5 amps with the unit sitting at 100% and/or "boost" mode? Are you sure it isn't reading 15 volts?
It's at 2 volts 5 amps after an hour and stays that way
