I've vacuumed this up. I even elevated the fc to 12. Naclo consumption seems normal. I initally thought this was sediment from pollen.. But I've no idea.

Help because you guys rule and always solve all the problems.

Well right off the bat your FC is too low for your CYA level. So certainly could be algae. And 12ppm is not high enough to reach shock level for your CYA level. So, I think you need to properly follow the SLAM process.
 
Yep what Jason said. Your SLAM level is 20. You can take it a tick or two higher. You need to maintain that level until all three criteria are met.
Water is crystal clear.
CC's of 0.5 or less.
You can pass the OCLT. ?
 
You don't have a swamp going on so this should go pretty quick. If this is algae just maintaing proper FC range won't get rid of it.
If it's not algae all you lost was a couple jugs of bleach.
SALM the pool and either way it's a win and peace of mind. ?
