Starching the pool with water in it

Hello
I have a problem with my round above ground pool.
I filled it with water but the bottom of the pool didn't starch as i hoped and i have some pretty big folds in my pool.
Is there a way to starch it without draining the water??..... I know its a long shot, but asking cant do any harm....

"Stretch"?
Water weighs around 8.4 lbs per gallon. So once you fill the pool you have 1000's of pounds pushing down on the liner. Therefore it is impossible to move the liner with that much water on it.
To remove the wrinkles you will have to drain the pool.
