FC Levels

I generally test water and add liquid bleach in the mornings. Several times a week, FC will register at 1 to 1.5. I add enough chlorine to shoot for FC=4. Should I be adding more bleach to keep the FC level at or above 2?

Your FC level is entirely dependent on your CYA level, which i don't see listed.

CYA - Cyanuric Acid - Protects chlorine from sunlight and determines the required FC level. (outdoors 30 to 50, SWG 70 to 80, indoors 0 to 20)

Depends on your CYA, you might need a higher minimum FC.

Yes, forgot to add CYA=30

Yes, with 30 CYA, your minimum is 2. You either need to add more often, (many do daily) or increase your amount so it does not fall below 2 by the next time you add more chlorine

You should try to maintain 4 at all times and not drop below 2 to keep from having a problem. If you can't test and adjust daily you might want to go a bit over 4 so you stay above that 2. If you record your tests for a week or two you can see what it takes to keep it in the proper range.
