new pool owner.... its plumbed oddly and skimming poorly

Bought a foreclosure and just had the liner replaced.

MY pool is plumbed as shown (the one return hooked up as a return is actually directly behind on of the bars of the ladder). It is only skimming that end of the pool.
The other return is actually hooked up through a 4 way valve with the skimmer line to the pump

I know there are more directional fittings I can put in the return, but why would they have a return hooked up as a suction?

Pipes are all exposed aboveground so I should be able to switch the lines without a huge amount of work.
16x32 Vinyl inground pool ~18,000 gallons brand new liner. PH 7.0 TA 3ppm if i did test right. K-2006 kit. Sand filter.

They probably wanted a suction side cleaner they could use without blocking the skimmer.
