Polaris 280 - Only 24 RPM's

If you have followed my other thread, I was installing a Polaris 280 cleaner. Well its roaming around the pool, but the fastest I can get it going is 24 RPM's. The book says 28-32 is optimal. I have removed the restrictor plate and the pressure relief valve is closed. The max I can get is 24 RPM's. The filter has been backwashed and it is running just fine. The water coming in through that return is fast, so I don't think it is the booster pump. Any other ideas?

I did not read mention of a booster pump, do you know for certain your system will work without one? Or do you have one and simply not mention it?

Your basic stab in the dark, but I thought I'd offer what I could....
