Rust Like Spots - 1976 Steel Wall IG - SWG

I recently moved into a home with a in-ground steel wall pool that was originally built in 1976. The previous owner switched it over to SWG and put in a new vinyl liner (looks like he did it himself). We are now finding rust like spots on the stairs and the shallow-end, which appear to be spreading. I noted that vitamin C can remove the stains, but should I be concerned that the steel walls themselves are rusting through the vinyl (if that's even possible?).

That means there is iron in the water. However, I really doubt that it is coming from the pool frame. It is almost certainly in the fill water, and gets concentrated in the pool by evaporation.
