I have a 5 year old SC-48 Cell that is having trouble keeping up with chlorine demand and I have frequently been having to ramp it up. It is currently running on Power Level 3 at 50% and is showing 32V and 5.7 Amps. Boost mode shows 32V and 5.9 amps. Is this a sign that it's on it's final leg or could something else be the problem???

Yes, volts above 27 suggests that the cell is either wearing out or that there is calcium scaling on the cell plates. Your CH level suggests that calcium scaling is not an issue, but it is still worth doing a visual inspection of the cell plates to make sure there isn't any scaling (white chalky deposits).
