I just tested two times and it was 70 ,it is partly cloudy today will this make a huge difference in the results the pool gets a lot of sun I was shooting for a cya of 40 pool math says I should drain 43% of my water. Do these goals seem about right. Thanks for all your help

I think in your climate I would shoot for about 50 ppm CYA. 40 is not bad, either.
Why don't you do a 25% drain/refill and see where that lands you? I'll bet your close.

What test kit are you using?
Regardless I would wait on any draining until I could do the test with the proper sun light. Light and method can have a great impact on the test results.
