SFS 1000 pump loses suction when power is off

Hello, we just bought a 14 x 42 ProSeries above ground pool with a sfs1000 pump. If the power is interrupted to the pump, even for just a nanosecond, there is no suction when power is restored. The pump will come back on, but it runs rough, it sounds like there is gravel or something in it, and little to no suction. The filter canister stays full of water. The only way I can get it to work again is to remove the filter and basket and use a toilet plunger to induce suction again (this can't be good). Then it works fine, great outflow, even the vacuum works great. Until I turn the pump off. I don't see any leaks where the hoses attach, the weir valve is working properly, and the water level is above the intake. I appreciate any help.
