I have a friend with a 10k gallon AGP and a Compupool 16 SWG. What would be the suggested operating percentage and run time to start to dial it in? Texas pool with 70% full daily sun.

Start the SWG at 50% and adjust from there.
For pump runtime, more information about pool size vs pump size would help, but starting at four hours is good for many pools.

Water temp is also a good indicator. My water temp is in the mid 80s now and My FC is barely keeping up with the loss during the day. I'm running 80% for 8 hrs now and plan to increase my run time to 12 hrs for the time we're going to be away.

at bottom of poolmath use effect of adding chemicals
choose chlorine gas and change quantity to 16g as you are dealing with a 16g cell
will give you 0.4ppm free chlorine per hour at 100%
i would start at 6 hours at 100% for 2.4ppm fc and adjust from there
