How to clean suction line from skimmer

First thing you need to do is figure out how the two skimmers are plumbed. There's a chance that skimmer #2 is tied to skimmer #1 and the diverter is missing or misadjusted. Diverter:

Or there's a valve somewhere that is closed.

If you've ruled out the easy ones, the way to clean out the line is by forcing water backwards through the pipes. The fastest cheapest way is to shut off the pump, remove the lid on the pump strainer, and stick a garden hose into the pump inlet. Seal it up with a rag and have someone turn on the hose. Then they'll probably have to go to the skimmer that is working and seal it up by leaning on a tennis ball or something. If you get a geyser, even a small one, out of the clogged skimmer, it's working. You might even need a third person to watch what comes up in the skimmer.
