Our Fox Hill 18x36 vinyl lined above / in ground pool needs liner replacement. We have not found anyone local to do that now. Suggestions?

I don't doubt you. DIY projects often take me about 18 times longer than anyone else. I'd sooner rely on someone experienced and reliable.
No pool stores? If you can't find anyone, seriously consider doing it yourself with a few friends. It will only take a day, minus how fast you can drain the water and refill the pool.
