Mice under the concrete

The mice made a mess of my concrete deck (actaully the 3' pool surround) by creating multiple tunnels and voids under it over the winter months. Now there are hollows all over, so much that you can hear your footsteps...how do i fill this in? I asked a local grout guy and he said you could not pump the voids with a liner pool...the grout could get far enough to push on the steel liner from the outside. Maybe if I mix up some REALLY loose concrete with samll aggregate, or just grout, and gravity feed it? Another local guy said to just fill up the voids with Great Stuff ($$$!) and then seal up the very outside with concrete. I'm gonna get rid of the grass all around the perimiter and replace it with river jack, so the conrete at the edge won't be a problem.

Any ideas? Thanks in advance.
