Shop vac in skimmer question

I've installed liner and put in shop vac hose thru skimmer and taped up. When the suction gets all air out the liner is really tight on vac hose and the liner is sucking to the end of hose . Is this normal and could it put a hole in liner. Suggestions on how to fix this would be great

It's fine. Get water in the pool and then you can remove it as soon as you've got a ft or so of water in there.
