gunite and steel schedule question

I am building a pool in Houston and have narrowed down to a few pool builders. One was cheaper, but I notice that they build using #3 steel 10" OC, while many other builders are doing 8" OC. They also shoot the concrete at 4000 PSI, whereas some other builders are 6000 PSI. They do over dig and use gravel backfill, which not all builders do, so maybe this makes a difference? I tried to research online and couldn't find whether this builder is cutting corners or the other builders are just going above and beyond :)

I would not be very interested in the rebar spacing or the psi rating. These shells are strong.

I would be quite interested in the gravel backfill....complete? under? up to the decking? what type? That offers some big advantages as construction progresses.
