We do not "shock" our pools. We follow the SLAM Process and we do it using bleach. 
Here in AZ with hard water and high evaporation it is not a good idea to add calcium to the water either.

Clouds from CalHypo are common. Also, if there was algae in the pool, the dead algae turns white.
We recommend backwashing when the pressure rises 20-25% over the clean pressure. If your clean pressure is 13psi, you should backwash at 16psi ... so you are well past due.
You need to properly follow the SLAM process to confirm there is nothing in the water.

Could be a lot of dead Algae, maybe some Calcium. I would SLAM and continue on, see how things progress.
