Re-tie the rebars after they are cut to clear way for repair?

Hi all,

I am resurfacing my pool and SPA. My PB accidently broke one PVC pipe in the SPA floor. To make room for repair, he cut 3 or 4 adjacent rebars in the concrete. Does he need to re-tie those rebars so that water does not crack (force outward) the SPA structure once it is filled with water? By the way, my whole SPA was built 5' above ground.

It's hard for us to know exactly, but a good general rule of thumb is to replace whatever is disturbed. So they should "splice" new pieces of rebar into the places they cut out.
