Dallas- start pool resurface before risk of freeze is gone?

All-

Getting ready to sign a contract for resurface (equivalent of Pebble Stone), tile, coping and some gunite work for building out steps and filling in a spa. We're in Dallas. We were planning on starting in March when there's a good chance the last freeze has passed. PB wants to begin in a week or two.

What's the consensus on starting while there's still a chance of freeze?

I would rather not have them do it in freezing weather. Tel him he can get going soon, but you don't want him out working on it in cold weather. I think most plaster advice says don't apply finishes under 40 degree weather.
