All metal fittings within or attached to the pool structure shall be bonded. Isolated parts that are not over 100mm (4 in.) in any dimension and do not penetrate into the pool structure more than 25mm (1 in.) shall not require bonding.

One more questions. As not the pool doesn't have the ladder rails, if I want the to add the rails later, How do I bounding the rail? I mean do I need to break the deck ?
Depending on how the decking is designed and laid out, you will most likely have to at least cut a trench in it to run the bonding wires to the bond loop. If it's close to an edge you may get lucky and be able to "fish" the bond wires under the deck after core drilling for the cups.
