Vacuum no suction - part of Intex Deluxe Maintenance Kit

Hi all
I bought an Intex Deluxe Maintenance Kit that included a surface skimmer which seems to be working well. It also came with the vacuum. This locks into the skimmer (you take the skimmer basket out first) and you attach the other end of the vacuum hose into the top of the vacuum, so the whole thing is connected to the water inlet that the skimmer works from.
But when we put it all together and turn the pump on there is no suction. We have immersed the vacuum hose well in the water to get the hose full of water and take out the air, we have released air from the air pressure release valve on the filter as it said to do. Basically done everything it said to do.
I am assuming that the filter is meant to be set to Filter as with normal skimmer?
Does anyone have any ideas please on why it's not working?
It's really hard over here in New Zealand as we have nobody really who can help us with these sort of problems. The company The Warehouse who sells the pools and equipment doesn't know much about them! Thank you.
 
Make sure the filter is clean before you start. Fill the hose with water by lowering the vacuum head first and feeding the hose into the water vertically to force out the air. With the whole hose submerged attach it to the skimmer. Try and keep it underwater as much as possible while connecting it to the skimmer. Purge the air and try vacuuming. Intex recommends troubleshooting the pump if you have trouble getting the vacuum to work after following their instructions.
