In process of buying home with older concrete pool, don't know size of pool.

Coping stones appear to be concrete which have become very rough and feel like they would easily scrape you when in pool.

Is there some type of epoxy or non peeling paint that can be applied to coping so that they are not abrasive?

First time pool owners, in turn will have more questions.

Thanks for your help.

Welcome to the forum. Paint or any other coating is almost never a good idea....it doesn't have much longevity.

If it is roughness where the coping has deteriorated over time, you could attempt grinding it down (may not be so nice cosmetically) or replace the stones which is the best fix. A pic would help.
