Heater causing cloudy water in raised spa?

For some reason when I heat up our raised, attached spa, the water becomes cloudy. It remains clear if I run it without the heater. Does this make any sense? If I look carefully, it looks like tiny white particles floating around, which I assume is DE??
I picture the inside of a heater simply as a waterway that has water running through it whether its on or not, and the burners just apply heat to those pipes? I could see if it only happened once or twice, and maybe had some DE in there from a previous torn filter grid, but it does it every time! Any input would be appreciated.
 
I will try to get that done. I heated it this morning, it clouded up, but after running for about 20 minutes cleared up considerably. You can still see little particles in it, but much much better after letting it run?
