Stair rail anchor covered with aggregate finish

I would like to remove a stair rail to install a safety cover but the anchor and bolt on the third step are covered with a quartz aggregate finish. The anchor and bolt on the deck are exposed.
Does anyone have any suggestions about how to access the bolt for the stair anchor? I have pictures of both rail anchors.

Can you post a pic of it. You're most likely going to have to chip the plaster off the bolt head in order to access it.
How has it been done in years past?

I've posted some pictures with the initial question. The rail has not been removed in the time that I've lived here but I'd like to get a rectangular safety pool cover without having to get one custom made to accomodate the step rail.
What tools could be used to chip away the plaster?

Can you tell where the anchor bolt is under the plaster?

From the pictures it doesn't appear to have one.

Have you tried loosening the one on the deck and slipping the handrail out?

I wouldn't chip away just yet. I'm with Bama and wonder if there is a bolt in there. I'd try to wiggle it out some and see if it moves at all.
