New owner - question about closing spillover spa

I have an inground pool with a spillover type attached spa. My question is, should I drain the spa completely over the winter? I know I should blow out the lines, but I'm not sure if I should leave water in the spa over the winter. Any other special instructions for closing the spa/pool? I have a loop-loc safety cover that covers both the pool and the spa. My pool is in Pittsburgh.
