What is your pressure and water flow rate? When I bought the house I live in now, I had the same problem you're having with the diverter not advancing zones. Unrelated to this problem, I replaced my sand filter with a huge Pentair 520 cartridge system and all of my A&A problems disappeared and the pool has never looked and worked better.
