FC does not go down?

temp high 60s, foggy cloudy all day, FC has been 6 for 3 days with no bleach added
is it possible for FC to not decline in cool cloudy weather

It ALWAYS goes down....sometimes just not very fast. A clear pool and the cool. cloudy weather really knocks the consumption wa-a-a-y down.
