Diving Board Reinstall

My pool came with a diving board and we are in the process of remodeling. The base consisted of two u-shaped stanless tubes that were poured integral with the 4-inch concrete slab. I was a little surprised to find there was not a footer or more concrete underneath. There was some steel that looked like it ran under the concrete and it was grounded. My question is whether anyone has any experience or guidance reinstalling it. I am installing a dryfit travertine so I will have to pour a new slab or footer for the board to go under the pavers and I am just trying to figure how thick and how wide/long and what to install under the concrete to keep it for pulling up.
