Why replaster

The risk is embarrassment about having a bad plaster job ;) jk

The failing plaster does give local areas where it is easier for algae to start growing. But, if you maintain adequate FC (based on your CYA level ... have you read Pool School?) and brush regularly, there is nothing wrong with old plaster besides aesthetics.
 
Exactly. My pool needs to be replastered, but other things keep getting in the way. Keep a close eye on any rough areas, they tend to be magnets for black algae even at proper FC. My robot doesn't seem to brush hard enough to prevent the black algae either, so a wire brush is your friend.
