Bubble in liner above waterline

I developed a bubble in the liner about 4 or 5 feet long above the waterline. It's smooth and wrinkle free on the wall everywhere else. It's an overlap liner. My question, can I remove 2 sections of rail and stabilizers down to the coping so I can pull the liner tight while the pool is full? Thought about going around the entire pool with a couple of ratcheting straps to hold everything in place. Or do I need to drain some water? Thanks.
 
The wall actually holds the weight, the top/bottom rails force it to be round. The top seats help keep it stable but don't really provide support. Might have trouble if someone is cannonballing while trying to reattach but otherwise should be okay.
