Foamy water???

My water seems to be really foamy and smells chemically. My PH is high around 8.7 and my Alkalinity looks about 240. I've been trying to lower my Ph with hth ph lower but it doesn't seem to be working. Any suggestions would be great..

What chemicals have you recently added to the pool?
