Help with Taylor K-1515 CC FAS-DPD test

I just recieved my Taylor K-1515 test ... having a problem :::

Filled to 25ML
Added 2 dippers ,swirled , it turned real pink
Added R-0871 reagent drops and counted -- 21 to turn from pink to clear
Multiply 0.2x(21) = 4.2
Then is says to add 5 drops of R-0003 -says it would turn back to pink , but it stayed clear???

HELP???

So with this, do you just one scoop instead of 2? Just wondering since the volume is less than half as much as before.

Per the instructions...one heaping dipper or two level dippers.
