Best Practice to Completely Drain AGP?

Due to really bad water and improper closing last fall, my water was so green and full of algae that I've drained my pool. My problem is with the last inch or so of dirty, algae-filled water on the very bottom of the pool. I used a water hose to siphon it all off except for the last inch. I found a boat suction device at Walmart that worked and now it won't work because the water is too low.

Any suggestions for the last inch? Plus it won't stop raining here! That would help.
 
You really shouldn't drain a vinyl liner completely as it may shrink or get wrinkles, especially if it's older. That being said since you've already done it you need to get water back in it ASAP. Watch it closely as it refills for stretching and gently use a plunger to smooth the wrinkles before too much water is in it. Good luck!
