What would cause phosfloc not to fall to the bottom

Welcome to TFP! Can you please update your signature with your pool specs so we know what kind of pool you have along with equipment. i recently changed sand and checked it out. it looks larger than the sand that i replaced. the sand i used was quickrete 20/40. i don't no what size i had to start with. i did compare them and the sand i replaced looks smaller.
