bonding question

I am installing an 18 x 34 AGP. There will be a wooden deck around the pool and the ladders will attach to the deck. The parts of the ladders that are in the water are plastic, but the hand rails that connect the plastic rungs to the deck are metal. Do these hand rails have to be connected to the bonding circuit? The plastic extends out of the water, so the metal hand rails are never submerged.

If they're within 5' of the pool wall and are more than 4" in any dimension they have to be bonded.

You should have buried a bonding wire running around the pool that bonds the pool wall and the metal legs that hold up the pool wall. You can bond the ladder hand rails to this.
