Thinking of using DE to filter out debris....

Yes. Free Chlorine has remained stable the whole 2 weeks. The cloud just seems to be dead organic matter that the sand is missing. I do not want to use flocculant.
You can try the DE but it is not necessary. Your filter is perfectly capable of clearing your pool if it is working properly.
It sounds to me like you never finished shocking. If your water has stayed cloudy, you should still be at the shock value of 24 ppm FC. The FC comes down only after the water is crystal clear.
