High PSI - Help

I just opened my pool for the season and did my normal routine to open. I ran the pump as well as backwashing and noticed that my PSI is around 34. However, when the pump is off, the PSI is at 22. Does this mean my PSI is actually 12 and that the guage needs to be replace or re-inserted?
