Stabilizer top and bottom rails

Hi everyone,

I bought a used UG pool last year to replace the Intex. I believe it's a Vogue 15'. As I was going through the parts this afternoon I noticed that the top and bottom rails look identical? (see pics). Everything I read online shows interlocking top stabilizer rails and I am wondering if I am missing them or this pool does not have them? Can anyone tell me if I am missing the rail system or can you jut use the same top and bottom rail system?

Looks to me like the end of each one should slide into a plate them support Columns attach the the plates
