painting the bottom of waterfall black - to help heat pool?

backstory: we rarely turn on our heatpump - only once/season to make sure it still works .. our pool is heated through our solar cover and our waterfall. Sometimes the water that flows off the waterfall is like bath water because the cement (i think) gets so hot from the sun. So, we were thinking of painting the base of the waterfall black since the pool could be warmer (it hovers around high 70s and low 80s).

is that crazy? Is there even a type of paint that would be recommended for cement that is in contact with pool water all the time?
