Re-Plumbing the Pool - PVC Cement Question

I'm sure its be asked 100 times but --

I am re-replumbing the pool and actually going to do some digging to take some of the bends out of the inlet side of the pumping system.

2 Questions
Schedule 40 to Schedule 40 bond - To confirm - I should just use regular PVC cement - regardless of above ground or below ground?
Schedule 40 to Jandy Valve - CPVC cement or regular cement?

They make an "All-purpose" cement that will bond both PVC and CPVC, I'm pretty sure.

Cleaning and PRIMING is the key to a successful weld.

I have heard from various pool professionals that you should always use the blue "rain or shine" cement when working with pool fittings, I don't know their reasoning other than it will cure when wet.
