I have a new Speck pump. I have filled both baskets with water cleaned the filter and still pump not working. I am new to taking care of pool so very little knowledge. Please help!

My assumption is that the pump powers up and spins but produces no flow...does the pump basket fill with water completely or does it have bubbles in it?
It does not fill up with water, I have filled both buckets with water and there is no flow
You have a suction side air leak. Somewhere between the pump and the skimmer(s), air is being sucked into the system. Find that leak and your issues will be solved.
I had a similar issue. I found out that when I emptied out the pump basket, some debris had fallen and somehow gotten into the impeller (I had been vacuuming some pretty hairy stuff). The pump would run and pull some water, but the pump basket would never fill with water. I cleared out the impeller, using a wet vac on blower mode, and the pump started working fine again.
