New pool owner - Is this algae on my steps / walls?

Hi,

Thanks in advance for the help - this board and site have been a tremendous help for this newbie pool owner!

I have a pool in a new home which I do not live in yet, so maintenance has been a challenge. My water actually looks really good, but I'm struggling with some stains on my walls and steps. Some of it brushes off, but not completely. Is this algae?

It a bit of a guess from a pic but it looks like it might be algae imbedded in calcium scale. Is it a bit rough to the touch? Do you have a wire brush?
