Polaris BP-4-60 cycling on/off with floating fountain attach

Main pump running- new pump BP4- works fine with the 280 cleaner but when I hook up the floating fountain the pump cycles on/off (overheats)-cleaned filter screen- tried to lower the pressure by opening the relief holes at the wall adapter- no help! (lowered water fall pressure but pump still cycled)

any suggestions?
