Which first chlorine or PH and TA

Well, if it needs adjusting, you do PH first. The relationship between PH/TA is complex and can be overwhelming... can make you lose focus, usually the TA can wait unless its insanely low.

What is your issue, exactly? How does your water look?

Can you post a full set of results?

Welcome to TFP! :)

Please stop with all the capital letters ... it is too hard to read ... and considered shouting and rude on the internet.

You are not properly following the shock process ... re-read the links in my post above.
