what's the difference between these calcium chlorides?

Well, the Buckmans is 77+% Calcium Chloride while others I have seen are ~95% Calcium Chloride (I did not find the MSDS for Regal specifically).

The Buckmans MSDS does not say what ~15% of it is ... likely ok, then again, who knows.
 
The other 15% is essentially all water. Flake type calcium chloride comes anywhere from 77% to 87% calcium chlorine with nearly all of the remainder made up of water. The 95% stuff uses an additional processing step to remove nearly all of the water and gives you a more concentrated product. You have to use a bit more of the flake products, but otherwise they are the same as the 95+% version, and the price is often very attractive.
